*** Crumble ground meat in a buttered 2-1/2 quart casserole. Mix rice, onion soup mix, mushroom soup, water, parsley, and onion tops, and add to casserole. Bake @ 350F for 1 hour.
NOTE: Mama cooks onions, bell pepper and celery until wilted then adds ground meat and cooks until it changes color on top of the stove before adding to casserole.
