Preheat oven to 300F. To prepare crust, mix flour, margarine, sugar and pecans. Spread in a casserole dish and bake at 300F for 15 minutes.
To prepare filling:
In a separate bowl beat cream cheese, sugar and 2 tablespoons of milk with electric mixer until creamy. Add 6 ounces Cool Whip and spread over crust. Mix vanilla and chocolate puddings with remainder of milk and spread over cream cheese mixture. Spread remainder of Cool Whip on top. Sprinkle remainder of pecans on top. Cover and let chill in refrigerator overnight.
