In a medium skillet with a cover, melt butter over low heat. Add water, vinegar, Worcestershire sauce and sugar. Stir well and simmer for a few minutes. Salt and pepper the chicken pieces. Place the chicken into sauce and cook over low heat for 45 minutes with lid on it. Serve over white rice.
