Brown flour in cooking oil in heavy pot. Grind in food mill the onions, green pepper, celery and garlic. Add crawfish tails and ground ingredients to roux and cook for 10 min. or until done. Add seasonings, chopped parsley and onion tops, and add immediately to 3 cups cooked rice and mix gently. Garnish and serve hot.
