Preheat oven to 375F. Brown ground meat well. Add onion, bell pepper and celery. Mix in tomato paste, Rotel and seasonings to taste. Let cook one-half hour on medium heat, stirring often. Prepare cornbread mix as directed with exception of using half the milk indicated. The mix needs to be thick. Pour half the mix into large oven safe casserole dish. Spoon meat mixture over cornbread mixture. Pour rest of cornbread mixture over meat.
