In medium boiler, cook sugar over medium high heat until it begins to melt. Shake pan occasionally, do not stir. Reduce heat to low, add onion. Cook and stir five minutes or until sugar is golden brown. Carefully and slowly add boiling water to sugar mixture, stir constantly. With wire whisk, blend in tomato paste, Worcestershire sauce, vinegar, chili powder, mustard and salt. Bring to boiling, reduce heat. Simmer, uncovered, for 10 to 15 minutes. Brush onto both sides of meat the last ten minutes of grilling. Heat remaining sauce until bubbly.
