Brown garlic in oil. Add tomatoes, tomato paste, sauce, salt, pepper and oregano. Simmer 20 minutes, stirring occasionally. Add wine and basil. Simmer 15 minutes, stirring occasionally. Add diced green and red pepper, popcorn shrimp, and crushed red pepper. Keep heat low, cook for 5 minutes. Stir and heat through. Stir in 3/4 of the carton of cream. Heat through. Serve over cooked linguine or spaghetti.
