Preheat oven low to medium. Saute onion, and pepper in butter in one pot. Cook meat in other pot. When brown mix together. Add Rotel and cook on low for 30 minutes. Add salt and soup. Stir for 5 minutes and then add water and simmer for 10 minutes. Add crawfish and cook for 10-15 minutes. Add 4 cups cooled rice and onion tops. Mix well. Remove from heat and set aside 10 minutes.
