Melt margarine in a large saucepan. Add onions and bell pepper. Cook covered until tender, approximately 15-20 minutes. Add flour, cover and cook approximately 15 minutes, stirring frequently to prevent sticking. Add parsley and shrimp, cook covered for 15 minutes. Add milk, cheese, garlic and pepper, salt and basil. Cover and cook on low heat for 30 minutes, stirring occasionally. Cook Fettuccine according to package directions.
Combine shrimp and Fettuccine and place in a 2-quart casserole, previously coated with vegetable spray. Sprinkle top with Parmesan cheese and bake in a preheated 350F oven for 15-20 minutes.
