Cabbage Rolls without the Rolls

1 lb ground beef
1 large onion, chopped
1 tbs minced garlic
1/4 cup finely chopped bell pepper
One 8 oz can tomato sauce
2/3 cup of water
2 cups chopped fresh cabbage
2 cups hot cooked rice
1 can Rotel tomatoes

In large skillet, brown ground beef. Add onions, garlic and bell pepper and saute. Add Rotel tomatoes, cook down until liquid is almost gone. Add tomato sauce and water. Simmer about 15 minutes. Add cabbage, mix well. Cover and cook for about 20 minutes on low heat. If mixture is too dry, add a little water.

Season to taste. Remove from heat and add hot rice. Mix well. Cover for five minutes and serve.
