Combine first 3 ingredients in a Dutch oven, add water to cover. Bring to a boil. Cover, reduce heat and simmer 10-12 minutes or until turnips are tender. Drain well and set a side. Melt butter in a large heavy sauce pan over low heat. Add flour, stirring constantly. Gradually add milk, cook over medium heat stirring constantly, until thickened and bubbly. Add salt, pepper and cheese, stirring until cheese melts. Remove from heat, stir in turnips.
Spoon turnip mixture into a lightly greased 1-1/2 quart casserole, sprinkle with bread crumbs. Bake at 350F for 20 to 25 minutes.
