Beef and Potato Casserole

1 large 12 oz pkg shredded Cheddar cheese
4 cups (16 oz) bag frozen tater tots
One 10 oz pkg frozen chopped broccoli, thawed
1 can French tried onions
1 can condensed cream of celery soup
1/3 cup of milk
1/4 tsp garlic powder
1/8 tsp black pepper
1 lb lean ground beef

Place potatoes on bottom and up sides of an 8x12 inch baking casserole dish. Bake uncovered at 400F for 20 minutes. Place beef, broccoli, 1/2 can of tried onions on cooked potatoes. Combine soup, milk, 1/2 cup of cheese and seasonings. Heat for about 30 seconds. Pour over beef mixture. Bake uncovered at 400F for 30 minutes. Top with remaining cheese and onions. Bake uncovered 2 to 3 minutes.
