Combine sugar, flour and Jell-O in heavy sauce pan. Add water slowly and cook over low heat, stirring constantly, until thick (when mixture begins to bubble). Set mixture aside to cool. Place berries in pie shell and pour mixture over them. Put in refrigerator until jelled. Top with Cool Whip.
If larger pie is desired, use larger graham crust or prepare your own. Increase strawberries to 1-1/2 crates.
