Preheat oven to 350F. In a large bowl, mix 3/4 cup sugar, flour, 3 tablespoons cocoa, milk, butter and vanilla. Stir till smooth. Pour batter into a 9 inch round cake pan. Set aside. In small bowl, mix 1/2 cup sugar, brown sugar and 4 tablespoons cocoa. Sprinkle dry mixture evenly over batter. Carefully pour hot water over all ingredients in pan. DO NOT MIX. Carefully place in a 350 degree oven for 40 minutes. Serve warm garnished with chopped nuts, cherries and whipped topping.
