Heat large skillet. Cook oil and flour to make brown roux. Add chicken pieces, stir for about 20 minutes. Add onion, garlic, and all four seasonings. Add okra, stirring it for about 15 minutes. Add sausage and onion tops and water. Bring to a boil for about one hour and 15 minutes. Serve with rice and sprinkle gumbo powder over the gumbo. If desired, add one tbs dry shrimp.
