Rice and Black Eyed Peas Dressing

1 cup blackeye peas
3 cups water
Dash red pepper
2 tsp parsley
1 tsp salt
1 tsp tomato paste
4 tbs oil
1 small onion, chopped
2 tsp onion tops, chopped fine
2 tsp celery, chopped fine
1/2 tsp black pepper
2 cups cooked rice

Boil peas until tender. Add oil and all other ingredients except rice. Bring to a boil. After five minutes, simmer, add rice. Cover tight and cook over slow fire for ten minutes.
