Chop hot dogs in 1/4 inch pieces. Chop onion tops and place in skillet. Saute with one tablespoon soy sauce for five minutes, or until hot dogs begin to brown slightly. Add rice and peas, rest of soy sauce, and tomato paste. Mix together well. Let simmer for 15 minutes.
