Place brisket in a large Dutch oven pot. Add chili sauce, onion soup mix, onions, bell peppers and sprinkle with garlic salt. Add water until inch thick around entire brisket. Cover tightly with fail and cook for 5 hours in oven at 350F. After 4 hours of cooking, uncover, add potatoes and carrots, recover and bake for one hour. It is done when you take a knife, stick it in the brisket, if it goes in easy with no tension, it's ready to eat, If you prefer a smoke flavor, take the cooked brisket, put it on a barbecue pit for about 10 minutes on each side.
