Brown ground meat. Add one tbs flour. Cook down and add chili powder.
Add onion and garlic and saute. Add Rotel tomatoes and beans and cook down for awhile. Add water and simmer for a couple of hours.
Using a casserole dish, put a layer of corn chips and cheese, followed by a layer of chili. Repeat layers ending with a layer of corn chips and cheese. Put in a 350F oven for about 30 minutes, or until cheese melts. Serve with a good green salad.
