Cut chicken in pieces and season with salt, black pepper, and cayenne. Fry in oil over medium heat until chicken is golden brown on all sides. Then remove most of the oil, add onions, celery, and bell peppers to fried chicken. Cook in covered pot over medium heat for about 5 minutes. Add 1/2 cup water, cover pot, let cook over medium heat until chicken is tender.
