With a small knife, core a hole through middle of potatoes, lengthwise, being careful not to go through the bottom of potato. Salt and black pepper to taste. Fry in cooking oil until light golden color. Let potatoes cool. Take potatoes left over from making the hole and place in bowl with garlic, onion garlic powder, black pepper salt. Mix well. When potatoes are cool enough to handle, put stuffing mixture in hole. Place potatoes standing, hole side up in a pot of hot water. Cover tightly and simmer 35 minutes until fork goes through side of potato easily. Cover and simmer 15 minutes more to make sure stuffing is cooked. Add water if needed, no more than 1/2 inch.
