Heat oil in nonstick pan. Add broccoli, onion and peppers and saute for one minute. Add two tablespoons broth. Cover pan, and steam for two minutes. Remove cover and stir once. Blend corn starch, sugar, salt, soy sauce, and remaining broth in small bowl. Stir into vegetables. Cook and stir for 2 minutes, or until sauce is slightly thickened. Serve at once over beds of hot rice.
