Saute onions in margarine until tender. Microwave broccoli on low for about 5 minutes until completely defrosted. Squeeze out moisture and add to onions along with the Velveeta. Cover and simmer until cheese melts. Sprinkle the flour on bottom of pie shell and pour in broccoli mixture. Combine eggs, cheddar, Parmesan, garlic powder, and pepper and pour over broccoli. Bake in preheated 400F oven for 40 minutes.
You can add cooked carrots or corn for a pretty vegetable pie but you may need a 10-inch pie crust instead.
